Authorizes elections officials in San Luis Obispo, Santa Barbara, Santa Clara, and Santa Cruz Counties to conduct alternative manual tallies for elections on June 8, 2010, June 22, 2010, or August 17, 2010.

Permits separate manual tallies of at least 1% of regular precinct ballots and at least 1% of vote-by-mail ballots chosen at random, with additional precincts counted for races not included in initial tallies.

Requires at least five-day public notice before conducting manual tallies and selecting precincts or batches to be counted.

Mandates that officials report discrepancies between machine counts and manual tallies in the official canvass certification, with paper audit trails governing in case of disputes.

Takes effect immediately as an urgency statute and repeals on January 1, 2011, unless extended by later legislation.
