Prohibits employers from obtaining consumer credit reports for employment purposes unless the information is substantially job-related, meaning the position has access to money, assets, trade secrets, or confidential information.

Restricts credit report use to specific positions: managerial positions, positions in the state Department of Justice, sworn peace officers or law enforcement positions, and positions where credit information disclosure is required by law.

Exempts financial institutions and businesses subject to federal banking regulations (Sections 6801-6809 of Title 15, U.S. Code) that are under state or federal regulatory oversight from these restrictions.

Defines "trade secret" for purposes of this section using the same definition as Civil Code Section 3426.1.
