AB 483 Summary

• Licensed rating organizations must establish and maintain an internet website to help the public determine if employers have workers' compensation insurance, with regulations adopted by the Insurance Commissioner by January 1, 2011.

• The website must allow users to query employer coverage information for dates within five years of the query, provide insurer names and contact information, and be accessible without charge.

• The website must include disclaimers about search result limitations, link to the Department of Industrial Relations for self-insured employer information, and be updated as soon as reasonably feasible after receiving policy information from insurers.

• Rating organizations and their members are granted civil immunity for good faith disclosure of information on the website and cannot be required to disclose policy numbers, inception/expiration dates, or confidential information.

• The Insurance Commissioner must review the website's operation and effectiveness by July 1, 2013, and report findings to the legislature and relevant state departments regarding usage statistics, error rates, and user complaints.
