Excludes retail establishments selling animals to agricultural operations for livestock or poultry raising purposes from the definition of "pet store" under the Pet Store Animal Care Act.

Requires rodents and rabbits intended as food for other animals to be destroyed only by humane methods compliant with American Veterinary Medical Association Guidelines on Euthanasia (June 2007).

Mandates that pet store operators or employees performing euthanasia on rodents or rabbits must be certified in writing by a California-licensed veterinarian, with certifications valid for up to 3 years and renewable for additional 3-year periods.

Requires pet stores to retain veterinarian certifications for 3 years (or longer if required by other law) and make them available to law enforcement upon request.

States no state reimbursement is required for local agencies or school districts because any costs result from the creation, elimination, or penalty changes for crimes rather than from other regulatory mandates.
