Abolishes the Unemployment Insurance Appeals Board, California Occupational Safety and Health Appeals Board, and Workers' Compensation Appeals Board and consolidates their functions into a new Employment and Benefits Appeals Board within the Labor and Workforce Development Agency.

Creates a nine-member Employment and Benefits Appeals Board appointed by the Governor subject to Senate approval, with members serving at the Governor's pleasure rather than fixed terms.

Transfers all duties, powers, jurisdiction, and responsibilities of the three separate appeals boards to the unified Employment and Benefits Appeals Board, including authority over unemployment insurance, occupational safety and health, and workers' compensation matters.

Makes conforming changes throughout California law to replace references to the three separate appeals boards with references to the Employment and Benefits Appeals Board across multiple code sections.

Transfers all employees and property of the abolished boards to the new Employment and Benefits Appeals Board while preserving their civil service status and rights.
