• Adds horse breeding and training facilities to the list of compatible uses under the Williamson Act for land within agricultural preserves
• Horse breeding and training facilities are deemed compatible uses unless a county or city board/council makes a contrary finding after notice and hearing
• Land occupied by horse breeding and training facilities cannot be excluded from an agricultural preserve based on that use alone
• Maintains existing compatible use designations for gas, electric, water, communication, and agricultural laborer housing facilities
