AB 52 Summary

• Requests University of California to establish and administer the Umbilical Cord Blood Collection Program by July 1, 2011, concluding no later than January 1, 2018, to collect cord blood units for public transplantation use and nonclinical research.

• Increases the certified birth certificate fee from $7 to $9 until January 1, 2018, with $2 of the $9 fee deposited into the Umbilical Cord Blood Collection Program Fund to support program operations.

• Creates the Umbilical Cord Blood Collection Program Fund in the State Treasury to receive fees and other federal, state, and private funds for program implementation.

• Permits University of California to contract with qualified entities that hold FDA investigational new drug exemptions or biologic licenses and have peer-reviewed stem cell research experience to collect, process, and bank cord blood units.

• Requires all program information to remain confidential with civil penalties up to $1,000 for unauthorized disclosure, while establishing reasonable fees limited to actual storage, handling, and related service costs.
