Allows FNS-authorized groups or associations of produce sellers in flea markets, farmers' markets, or certified farmers' markets to initiate and operate their own EBT acceptance systems for members.

Requires market operators to reasonably accommodate and allow FNS-authorized groups or associations in creating, implementing, and operating EBT systems, limited solely to that activity.

Does not apply to markets that currently operate or subsequently establish their own EBT acceptance systems.

Permits individual FNS-authorized produce sellers to operate their own separate EBT acceptance activities as part of their personal business operations.

Does not require markets themselves to create, operate, or maintain EBT acceptance systems on behalf of produce sellers.
