Authorizes the Department of Corrections and Rehabilitation to develop up to 12,000 new beds and treatment space at existing facilities, including beds specifically for inmates requiring mental health or medical services.

Requires all new beds to be supported by rehabilitative programming including education, vocational programs, substance abuse treatment, employment programs, and prerelease planning.

Expands authority to renovate existing buildings (in addition to constructing new buildings) at correctional facilities for medical, dental, and mental health treatment purposes.

Modifies design-build project funding calculations so augmentations are based on total applicable capital outlay appropriations rather than limited to 20 percent of individual project allocations.

Became effective immediately upon Governor's approval on June 3, 2010, as an urgency statute to address prison overcrowding.
