Authorizes County of Amador and Cities of Jackson, Sutter Creek, and Amador City to jointly or individually establish neighborhood electric vehicle (NEV) transportation plans until January 1, 2016.

Requires NEV transportation plans to include route selection, transportation interfacing, parking facilities, charging stations, and three classes of NEV routes (Class I completely separate right-of-way, Class II striped lanes on roads with speed limits 55 mph or less, Class III shared use on streets with speed limits 35 mph or less).

Mandates NEV operators possess valid California driver's licenses, meet federal safety requirements for low-speed vehicles, and comply with financial responsibility requirements; violators subject to infraction punishable by fine not exceeding $100.

Requires adopting entities to submit transportation plan to Director of Transportation for approval and submit report to Legislature by January 1, 2015 evaluating plan effectiveness and recommending whether chapter should be terminated, continued locally, or expanded statewide.

Amends Vehicle Code Sections 21251 and 21260 to exempt areas with adopted NEV transportation plans from standard low-speed vehicle restrictions; chapter automatically repeals January 1, 2016 unless extended by later statute.
