Authorizes the Department of Food and Agriculture to spend funds collected from citrus producer assessments through June 30, 2010 for citrus pest and disease prevention purposes.

Enables spending under existing Article 2 (commencing with Section 5911) of Chapter 9 of Part 1 of Division 4 of the Food and Agricultural Code for the California Citrus Pest and Disease Prevention Committee's operations.

Declared an urgency statute effective immediately to address the threat of Asian citrus psyllids and citrus green disease, which has destroyed citrus groves in Florida and other major citrus-producing regions worldwide.

Makes an appropriation of collected assessment funds to support the development and implementation of a statewide citrus-specific pest and disease workplan.
