Establishes the California Blueberry Commission with five producers, five handlers, and one public member to promote, market, and conduct research on California blueberries.

Authorizes the commission to levy an annual assessment not to exceed $0.025 per pound of blueberries handled, split equally between producers and handlers, with funds used for advertising, promotion, research, and educational programs.

Requires a referendum vote where at least 40 percent of producers and handlers participate, and either 65 percent approval with a majority of volume or simple majority with 65 percent of volume support, before the chapter becomes operative.

Grants the commission authority to adopt regulations, maintain records, collect market data, conduct civil actions against violators, and impose civil penalties up to $1,000 for false reporting, record destruction, or assessment nonpayment.

Includes provisions for suspension or termination of the commission through public hearings and referendums held every five years, with remaining funds returned to producers and handlers on a pro rata basis.
