Amends Labor Code Section 5401 to require employers to provide claim forms and notice of potential workers' compensation benefits within one working day of learning of an injury that results in lost time beyond the employee's work shift or medical treatment beyond first aid.

Deletes the previous definition of "first aid" and authorizes the Administrative Director to adopt regulations defining key terms consistent with federal OSHA recordkeeping regulations.

Provides interim definitions of "medical treatment" and "first aid" that specify what treatments do and do not qualify as first aid (e.g., nonprescription medications, wound cleaning, temporary immobilization are first aid; sutures, physical therapy, and immunizations other than tetanus are medical treatment).

Excludes from first aid definition any treatment resulting from serious exposure to hazardous substances as defined in Labor Code Section 6302.

Legislatively declares intent to clarify and streamline workers' compensation regulatory requirements by coordinating state law with federal OSHA recordkeeping requirements.
