Requires any entity bidding for contracts with the California High-Speed Rail Authority to affirmatively certify whether it had direct involvement in deporting individuals to extermination camps, work camps, concentration camps, or prisoner of war camps between January 1, 1942 and December 31, 1944

Entities that certify direct involvement must also disclose whether they possess records related to those deportations and whether they have taken remedial action or provided restitution to identifiable victims

Allows entities to provide mitigating circumstances in narrative and documentary form at their discretion

Requires the High-Speed Rail Authority to acknowledge the certifications when awarding contracts and note the importance of compliance in procurement solicitation documents

Applies to all contracts related to engineering, construction, manufacture, or operation of the high-speed rail network and its components
