Requires the California Department of Corrections and Rehabilitation to classify inmates and wards based on risk factors for victimization or abusive behavior to prevent violence and promote safety.

Prohibits the department from requiring inmates or wards to disclose sexual orientation or gender identity, and prohibits disciplining them for failure to disclose.

Specifies different risk assessment factors for male and female facilities, including mental/physical disability, age, build, prior victimization, and violent history for determining placement and protection needs.

Requires that inmates assessed as high-risk for victimization not be automatically placed in segregated housing and should retain access to programs, education, and work opportunities unless clinically indicated.

Clarifies that the bill does not authorize expansion or construction of department facilities.
