Establishes standards for "equal" materials, products, and services in roof project bids for public schools and community colleges with average daily attendance over 2,500, requiring items to be equal in quality, durability, design, and performance while allowing deviations from specifications.

Requires architects, engineers, roofing consultants, materials manufacturers, contractors, and vendors involved in roof projects to complete and sign financial disclosure certifications before or when services are engaged, with exemption for public stockholders holding less than 10 percent of corporation stock.

Imposes civil liability on parties who knowingly provide false information or fail to disclose financial relationships, with liability for costs attributable to excess or unnecessary expenses compared to competing bids, plus civil penalties up to $1,000 per violation.

Mandates that roof project specifications be designed to promote competition and excludes repairs of 25 percent or less of roof or projects costing $21,000 or less from these requirements.

Directs interested persons to report bid rigging to the Attorney General's Antitrust Law Section or file complaints regarding improper bidding with the Bureau of State Audits Whistleblower Hotline, taking effect immediately as an urgency statute.
