Establishes a comprehensive certification and licensing program for sprinkler fitters administered by the State Fire Marshal, requiring all persons performing work on fire suppression systems to hold valid sprinkler fitter or limited scope sprinkler fitter certificates.

Prohibits persons from performing work on fire suppression systems without a valid certificate or permit, and prohibits employers from employing uncertified workers; apprentices and trainees may work under direct supervision of certified fitters.

Creates eligibility pathways for certification including completion of approved apprenticeship programs, documented practical experience (8,000 hours for full certificate, 3,600 hours for limited scope), or current C-16 fire protection contractor licenses.

Requires 8 hours of annual continuing education for certificate renewal and establishes photo identification cards for all certified workers; certificates valid for one year and require renewal by November 1 annually.

Establishes enforcement authority for the State Fire Marshal to conduct inspections, issue stop work orders, revoke or suspend certificates, impose civil penalties of $500-$1,000 per violation, and makes knowing or willful violations a misdemeanor; contractors licensed under state law violating provisions are subject to disciplinary action by the Contractors' State License Board.
