Expands the definition of "public works" to include construction, alteration, demolition, installation, and repair work done under private contract for renewable energy generation projects located on school district or community college district property, or public property serving those districts.

Requires that such renewable energy work be performed in connection with a long-term power purchase arrangement lasting at least five years between the contractor and the school or community college district.

Subjects violations of prevailing wage requirements on these newly-defined public works projects to misdemeanor penalties.

Clarifies that no state reimbursement is required to local agencies or school districts for costs resulting from changes to crime definitions or penalties under this act.
