Requests the University of California and California State University to refrain from making unsolicited requests to enrolled or prospective students for DNA samples for genetic testing purposes.

Defines "unsolicited request" as transmittal of materials designed to collect DNA to any person without prior express invitation or permission.

Requires UC and CSU to submit quarterly reports to the Controller, Governor, and Legislature detailing expenditures from legal judgments or settlements related to violations of informed consent requirements for unsolicited DNA sample requests, with the first report due January 1, 2011.

Directs the Controller to revert amounts equal to reported expenditures back to the General Fund from unencumbered moneys previously appropriated to UC and CSU.

Provision sunsets and is repealed on January 1, 2015; takes effect immediately as an urgency statute.
