• Modifies the definition of "agricultural employee" under the Joe Serna, Jr. Farmworker Housing Grant Program to include persons who work in the processing of agricultural commodities until shipment for distribution, whether or not they meet the Labor Code definition.

• Expands eligibility for housing grants and loans to include agricultural workers engaged in post-harvest processing activities off the farm.

• Declared an urgency statute effective immediately to increase the number of eligible agricultural employees for housing assistance and address urgent housing needs.
