Appropriates $36,000,000 from the General Fund to the Controller for Williamson Act subvention payments to counties during the 2010-11 fiscal year.

Provides one-time funding to replace property tax revenues lost when agricultural lands are enrolled under the California Land Conservation Act of 1965 (Williamson Act).

Requires pro rata distribution of funds to each county based on the proportion of land under Williamson Act contract if appropriated funds are insufficient for full subvention payments.

Addresses state budget crisis that caused complete loss of subvention payments to counties, which threatened nonrenewal of Williamson Act contracts protecting over 16.5 million acres statewide.
