AB 734 Summary

• Authorizes the Secretary of Food and Agriculture to use money from the Inclosure Facilities Improvement Fund to maintain operations at any fair satellite wagering facility, regardless of whether that fair contributed to the fund.

• Allows fairs, combinations of fairs, or associations conducting racing at fairs to deduct an additional 1% from daily wagering handle for facilities maintenance and improvements at racetrack enclosures after California Horse Racing Board approval.

• Requires the Secretary to appoint a committee of 3-5 individuals with expertise in financing and managing horse racing facilities to advise on administration of the fund.

• Requires the Secretary to include allocations from the fund in the annual expenditure plan and maintain oversight responsibilities consistent with existing law.
