Reduces California Wheat Commission composition from 15 to 18 total members: 13 wheat producers (not handlers), 2 handler members, 2 at-large members, and 1 public member.

Establishes at-large members as appointed positions requiring knowledge, expertise, and interest in wheat production, handling, research, or other attributes deemed valuable by the secretary.

Reduces the number of commission districts from 15 to 13 and redefines district boundaries across California counties.

Changes quorum requirement from any 10 commissioners to a majority of all commissioners.

Authorizes the commission to change the number and boundaries of districts by a two-thirds vote with proper notice and secretary concurrence to ensure producer representation.
