Requires placing agencies to notify child's attorney within one business day of placement decisions and provide 10 calendar days notice to both child's and sibling's attorneys before separating siblings currently placed together.

Requires licensed adoption agencies to include sibling relationship information in adoptive parent training and encourage post-adoption contact plans between adopted children and their siblings.

Establishes that "sibling" means a child related by blood, adoption, or affinity through a common legal or biological parent.
