AB 748 Summary

• Establishes the California Veterans Services and Workforce Development Division within the Department of Veterans Affairs to coordinate and administer veterans assistance programs statewide.

• Requires the division to administer the Transition Assistance Program (TAP), Disabled Veterans' Outreach Program (DVOP), and Local Veterans' Employment Representatives (LVER) programs in cooperation with the Employment Development Department, with a transfer plan due by April 1, 2011.

• Mandates transfer of all administrative and support staff responsible for TAP, DVOP, and LVER programs from the Employment Development Department to the new division.

• Requires the division to coordinate with other state agencies (including Labor and Workforce Development Agency, California Community Colleges, University of California, and others) to ensure veterans have access to information about benefits and services.

• Directs that implementation costs utilize existing resources of the Department of Veterans Affairs, as these programs are federally funded through the Jobs for Veterans State Grant program.
