Prohibits state and local agencies from using bilingual service requirements as a pretext for unlawful discrimination based on race, national origin, or other protected employment characteristics.

Clarifies that actions taken to comply with the Dymally-Alatorre Bilingual Services Act requirements shall not be considered pretextual discrimination.

Requires all information and reports mandated by bilingual services provisions to be made public unless otherwise restricted by law.

Applies to agencies involved in furnishing information or rendering services to the public when serving a substantial number of non-English speakers.
