Expands vehicle retirement eligibility to any motor vehicle continuously registered in California for at least 2 years that fails any type of lawful smog check inspection, not just the most recent inspection.

Limits repair assistance program to individuals with income not exceeding 225% of federal poverty level and requires documentation verification through tax returns, employment warrants, or public assistance records.

Requires savings from repair assistance program changes to be redirected exclusively to fund vehicle retirement payments under Section 44062.3.

Applies the same fixed payment structure ($1,500 for low-income, $1,000 for others) to the enhanced fleet modernization program for retiring high-polluting vehicles.
