Creates a continuous appropriation from the General Fund and other specified funds to the Controller for payment of state employee compensation and benefits when a Budget Act is not enacted by July 1 of a fiscal year.

Establishes that represented state employees receive compensation consistent with approved memoranda of understanding, and non-represented employees receive rates approved by the Department of Personnel Administration prior to the fiscal year, or rates from the last enacted budget if no new approval exists.

Authorizes the Department of Finance to reduce Budget Act allocations by the amount of warrants drawn under this continuous appropriation once a budget is enacted.

Defines "state employee" as employees under Section 19815 of the Government Code.

Declares the act an urgency statute to take effect immediately to ensure state employees are compensated without delay during budget impasses.
