Authorizes the Department of Insurance to access individually identifiable workers' compensation information for purposes of investigating and prosecuting insurance fraud

Establishes that non-parties to workers' compensation claims cannot obtain individually identifiable information except as expressly permitted in the statute

Defines "individually identifiable information" as any data concerning an injury or claim linked to a uniquely identifiable employee, employer, claims administrator, or other person or entity

Maintains existing exceptions allowing use of such information by the Administrative Director, Department of Health Services, various labor divisions, researchers, and for statistical research purposes

Makes it unlawful for any person who receives individually identifiable information from the Division of Workers' Compensation to provide that information to unauthorized persons
