Health care service plans must annually report medical loss ratio for each product issued, amended, or renewed in California to the Department of Managed Health Care, effective January 1, 2010.

Health insurers must annually report medical loss ratio for each policy form issued, amended, or renewed in California to the Insurance Commissioner, effective January 1, 2010.

The Department of Managed Health Care and Department of Insurance must jointly adopt and amend regulations to establish uniform medical loss ratio reporting requirements for both health care service plans and health insurers.

The departments must make all reported medical loss ratio information available to the public.

No state reimbursement is required because costs incurred by local agencies relate to the creation of new criminal violations under the bill.
