Requires elections officials to include a notification with vote-by-mail ballots informing voters they should receive a voter information guide with detailed information on candidates and measures.

Applies notification requirements to voters registered at least 29 days prior to an election who receive sample ballots, and to voters registered after that deadline who receive polling place notices.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
