Mandates disclosure of all active and inert pesticide ingredients in registered products and inclusion in annual emission inventories, overriding confidential business information claims.

Specifies that emissions inventory calculations must use consistent methodologies across all years, with the 1990 baseline calculated using 1991 pesticide use report data.

Prohibits regulations or pesticide registrations that reduce environmental hazards from leading to registration or increased use of products more toxic than the original pesticide product.

Removes VOC emissions from inventory calculations if the U.S. Environmental Protection Agency reclassifies a pesticide product or ingredient from VOC to exempt status.
