Authorizes California State University to establish a Doctor of Nursing Practice degree pilot program at 3 campuses chosen by the Board of Trustees, distinguished from University of California's doctor of philosophy degree.

Limits enrollment to no more than 90 full-time equivalent students combined across all 3 campuses, with funding from existing budgets without reducing undergraduate programs or enrollment.

Requires the degree pilot program to prepare clinical faculty for postsecondary nursing education, enable full-time working professionals to earn the degree, and may train nurses for advanced practice or nurse leadership.

Mandates a statewide evaluation by California State University, Legislative Analyst's Office, and Department of Finance to be reported to the Legislature and Governor by January 1, 2017, assessing program effectiveness and costs.

Establishes the pilot program with an expiration date of July 1, 2018, allowing enrolled students to complete coursework but prohibiting new enrollments after that date.
