Requires every community college district to develop and implement an online degree audit system allowing students and counselors to monitor progress toward degree completion, certification, or transfer requirements to California State University or University of California.

Mandates community college admissions offices to identify students within 15 semester units or 22.5 quarter units of completing their degree, certification, or transfer requirements before each semester or quarter begins.

Requires community colleges to notify identified students by email and mail of the specific courses needed to complete their degree, certification, or transfer requirements.

Establishes this as a state-mandated local program with reimbursement to local agencies and school districts to be made pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
