Reduces proof of ownership threshold from 200 pounds to 25 pounds for fruits, nuts, vegetables, and plants marketed for commercial purposes, while maintaining the 200-pound threshold for walnut burl wood.

Extends proof of ownership requirements to persons selling or buying commodities for resale, processing, or further distribution through commercial or nonprofit enterprises, and to transporters during commercial transportation.

Authorizes the Secretary of Food and Agriculture, county agricultural commissioners, and peace officers to seize (in addition to hold) commodities suspected of being unlawfully possessed, with commissioners able to take possession and maintain custody pending disposal.

Reduces avocado proof of ownership requirement from over 40 pounds to over 25 pounds for avocados produced in California.

Waives state reimbursement to local agencies and school districts for costs associated with the bill, as changes to crimes and infractions are exempt under Government Code Section 17556.
