Requires all unattended collection boxes to display the owner/operator's name, address, telephone number, and website on the front in conspicuous manner.

Mandates a statement in at least two-inch typeface indicating whether the collection box is owned by a for-profit or nonprofit organization.

Requires nonprofit-owned boxes to display a statement describing the charitable cause that will benefit, and for-profit boxes to display "this donation is not tax deductible."

Allows commercial fundraisers operating for-profit boxes to display charitable cause notices only on the sides at no larger than 25 percent of the box's notice space.

Authorizes cities and counties to declare violating collection boxes public nuisances and to impose additional regulations on solicitation and sale of salvageable personal property within their jurisdictions.
