Authorizes the Director of Conservation to make grants from sources other than the California Farmland Conservancy Program Fund for acquisition of agricultural conservation easements, upon legislative appropriation.

Requires that easements funded under this provision must not substantially prevent agricultural uses and may only restrict non-cultivated areas of the property.

Allows easement properties with characteristics meeting the original funding source requirements to continue commercial cultivation with minimum necessary restrictions.

Establishes the Farm, Ranch, and Watershed Account within the Soil and Conservation Fund as the source for disbursing grants under this section.

Requires subsequent easements or deed restrictions on the property to be subordinate to the agricultural conservation easement and subject to director approval.
