Establishes the Academic Content Standards Commission for Science and History-Social Science with 21 appointed members (11 by Governor, 5 by Senate Committee on Rules, 5 by Speaker of the Assembly)

Requires at least half of members appointed by each authority to be current public school elementary or secondary classroom teachers

Directs the State Board of Education to adopt a schedule for the commission to review and recommend revisions to science and history-social science curriculum standards when funding permits

Requires the State Board to adopt or reject the commission's proposed academic content standards within 90 days, with written explanation of rejection reasons if applicable

Mandates the Superintendent and State Board present a schedule and implementation plan to the Governor and appropriate legislative committees for integrating the adopted standards into California's educational system
