Requires the State Chief Information Officer to collaborate with the Department of Consumer Affairs to acquire a new integrated, enterprise-wide enforcement and licensing system to replace the department's current licensing and monitoring system.

The new system must be web-based and may include applicant tracking, licensing, renewal, enforcement, monitoring, cashiering, and data management capabilities.

Adds Section 11547.5 to the Government Code to establish these duties for the State Chief Information Officer.

Requires a majority vote to pass with no appropriation but does require fiscal committee review.
