Establishes that California state fully occupies the fields of hunting and fishing, giving exclusive regulatory authority to the Fish and Game Commission and Department of Fish and Game.

Prohibits cities and counties from adopting ordinances or regulations affecting hunting or fishing unless they are necessary to protect public health and safety and have only incidental impact on these activities.

Requires that local regulations not apply to areas where hunting and fishing can occur without endangering public health and safety, nor to lands or waters owned or managed by state or federal government.

Allows private and public landowners to regulate public access on their own property in manner consistent with state law.

Applies only to activities requiring a hunting or fishing license under California Fish and Game Code or commission regulations.
