Requires counties, cities and counties, and courts to remit state court construction penalties to the Controller within 45 days after the end of the month penalties were collected, or face delinquent payment consequences.

Directs the Controller to calculate interest on delinquent payments using the Local Agency Investment Fund rate of return from the original due date until 30 days after the final audit report or payment, whichever comes first.

Requires the Controller to calculate a penalty at 11/2 percent per month starting 30 days after issuance of the final audit report for continued delinquent payments.

Mandates that interest or penalty amounts be paid directly to the State Court Facilities Construction Fund by the entity responsible for the error or delinquent payment, as determined by the Controller.

Allows courts to pay penalties or interest from Trial Court Trust Fund moneys without requiring an increase in the court's allocation from that fund.
