Expands the duty to report murder and rape to peace officers by removing age restrictions on victims (previously limited to victims under 14 years old)

Adds domestic partners to the list of exempt relationships from the reporting requirement, alongside spouses, parents, children, and blood relatives

Maintains penalties for failure to report as a misdemeanor punishable by a fine up to $1,500, county jail time up to 6 months, or both

Preserves existing exceptions for persons related to victim or offender, those with reasonable mistakes of fact, and those with reasonable fear for safety

Specifies no state reimbursement is required to local agencies or school districts because the changes constitute modifications to existing crime definitions
