Expands transit village development districts to include all land within not more than one-half mile (previously one-quarter mile) of the main entrance of a transit station.

Defines "transit station" to include rail stations, light-rail stations, ferry terminals, bus hubs (intersection of 3+ bus routes with 10-minute peak headway), and bus transfer stations.

Requires transit village plans to address mixed-use neighborhoods with housing, retail, civic uses, pedestrian/bicycle access, and demonstrable public benefits including at least five of thirteen specified benefits (traffic relief, affordable housing, infill development, job creation, etc.).

Authorizes density bonuses of at least 25 percent for qualifying development sites and adds educational facilities as permissible land uses with direct linkages to schools and universities.

Incorporates amendments from AB 2509 if both bills are enacted before January 1, 2011, with this bill enacted after AB 2509.
