Requires the Secretary of State to immediately transmit initiative petitions to the Legislature upon receipt of a petition with sufficient signatures, rather than waiting for certification.

Allows the Legislature to amend proposed constitutional amendments and pass them as legislative constitutional amendments by concurrent resolution (2/3 vote) within 30 legislative session days, which would replace the initiative if proponents accept.

Permits the Legislature to introduce the statutory portion of initiatives as bills and enact them within 30 legislative session days; if enacted and proponents accept, that portion would not go to voters.

Requires the Legislature to return the initiative measure to the Secretary of State within 30 legislative session days or it is automatically returned unchanged and submitted to voters at the next general election occurring at least 131 days later.

Defines "legislative session day" as a day when both houses of the Legislature are required to be in Sacramento in session.
