Authorizes local agencies in a county to adopt a Countywide Strategic Action Plan and allows the county board of supervisors to place a countywide sales and use tax measure on the ballot, with revenues distributed per statute and the plan.

Prohibits the state from reallocating proceeds of non-ad valorem taxes imposed by local government agencies and requires general ad valorem property tax revenues to be allocated to jurisdictions in the county where collected.

Limits suspension of protections against reducing local agencies' share of property tax revenues to the 2009-10 fiscal year only, and prohibits the Legislature from reallocating or directing expenditure of property tax revenues allocated to community redevelopment agencies except for specific purposes.

Restricts the Legislature from modifying ad valorem property tax revenue allocations in a manner that reduces the percentage of total county property tax revenues allocated to all local agencies below the percentage allocated under statutes in effect on November 3, 2004.

Becomes operative on January 1, 2011.
