Requires the State Treasurer to estimate General Fund revenues and provide that estimate to the Legislature, which must be included in the budget bill passed by the Legislature.

Mandates the Treasurer certify within 3 days of a budget bill's submission to the Governor whether the bill meets constitutional requirements that appropriations not exceed General Fund revenues.

Prohibits the Governor from signing a budget bill certified by the Treasurer as not meeting appropriation requirements, unless the Governor adjusts appropriations and the Treasurer re-certifies the adjusted bill complies.

Prevents either house of the Legislature from adjourning for more than 10 days after sending a budget bill to the Governor until the Treasurer certifies the budget bill meets appropriation requirements.

Requires a two-thirds vote in each house for passage and does not create a state-mandated local program or require appropriations.
