Designates the portion of State Highway Route 101 from North Mission Road to North Alameda Street (including North Vignes Street on and off ramps) in Los Angeles County as the Los Angeles County Deputy Sheriff Juan Abel Escalante Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation.

Requires the Department of Transportation to erect memorial signs upon receiving donations from nonstate sources sufficient to cover all costs.

Honors Deputy Escalante, who was killed in the line of duty on August 2, 2008, after serving 2.5 years with the Los Angeles County Sheriff's Department Custody Division.
