Proclaims the 3rd Monday of each September as California Memorial Project Remembrance Day in California

Honors individuals who lived and died in California state institutions, including state hospitals and developmental centers, from 1852 onward

Recognizes the California Memorial Project's work to identify gravesites, restore cemeteries, preserve institutional histories, and place memorials at burial sites where over 45,000 individuals died between the mid-1880s and 1960s

Acknowledges that remains were often placed in unmarked or numbered graves in mass sites with incomplete records, and some institutions have relocated remains to county cemeteries

Supports the California Memorial Project's mission to document the history of institutionalized persons and promote awareness of disability rights and community inclusion
