ACR 129 Summary

• Requests the California Attorney General to publicize the text of five international human rights treaties and protocols to all city, county, and state agencies, including the International Covenant on Civil and Political Rights (ICCPR), International Convention Against Torture (ICAT), International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), and two Optional Protocols to the UN Convention on the Rights of the Child.

• Directs the Attorney General to prepare templates for cities, counties, and state agencies to use in creating standardized reports on compliance with these treaties and protocols for submission to United Nations committees.

• Notes that the United States has committed to publicizing treaty texts and submitting periodic reports to UN committees at federal, state, and local levels, with reporting deadlines ranging from every two to five years depending on the treaty.

• Acknowledges that California has not yet submitted required reports to any of the four relevant UN committees and cites Berkeley's successful example of submitting local reports in 1994 and subsequent years.

• Designates the Chief Clerk of the Assembly to transmit copies of the resolution to the Attorney General, Congress members, the US Department of State, and chairs of the relevant UN committees.
