Designates a portion of Highway Route 94 in San Diego County from the junction of Jamacha Road in Rancho San Diego to the eastern terminus at the junction with Historic Highway Route 80 in Boulevard as Historic Highway Route 94

Requests the Department of Transportation to determine the cost of appropriate signs displaying the Historic Highway Route 94 designation consistent with state highway system signing requirements

Authorizes the Department of Transportation to erect signs upon receiving donations from nonstate sources to cover the cost

Specifies that the historic designation shall have no impact on future planning or development of adjacent private and public properties

Acknowledges the highway's historical significance including its role as the main San Diego-to-Yuma route until 1918, its use during military operations, and its intersection with the San Diego and Arizona Railway
